Better to be a starter on a 10-20 team then a bench sitter on any of the 1-10 teams.

Why do parents focus on Top 10 Lists? ANSWER: because it is the only way over the internet to measure your manhood (or lack thereof). The reality is that the kids on these teams are more alike than they are different. They are closer skill-wise than you wish to believe. And there are many other kids on "lesser" teams who could meaningfully contribute on these "top tier" teams if given the opportunity. So maybe pump the brakes on the whole list thing. It means nothing and you just sound silly and small. By the way, if you put 1% of the effort you expended toiling over your Top 10 List(s) into ranking and retaining a top ACT tutor you would be far better off.
