Yes lots of schools do this.

And a lot of schools will play 1 or 2 public or out of state teams in the early season to get those kids into a game.

Playing a public school team or out of conference team would not apply to the transfer rule. It's only if the player competes in an MIAA game.

Playing in a game doesn’t matter for the transfer rule. Only being on a varsity roster.

It’s why so many CH kids transfer if they are sophomores on FS or JV- They know their chance at making varsity as an upperclassman is slim. And the chance of playing is zero.

Playing in game does matter, there was a kid who transferred to Gilman from LB after being on varsity as soph, but was injured and never played in game

Besides parents, do schools keep an actual game log of who played and perhaps how many minutes? I ask because lax is a game of many substitutions.
