It's called Reclassification... many states let their athletes do this
States don't do this. Crazy parents hold their academically capable kids back in school for sports. Nothing to do with where you live. No one "allows" it.
True - states have to provide for accommodations for SAs where they may have to repeat a grade for academic reasons or started school late due to similar concerns; the states' accommodations have absolutely zero to do with athletic consideration.
