I believe you are incorrect the U15 championship is full checking , using modified checking is ridiculous at the older age groups, would be impossible to play defense, hard enough as is.Give them some form of helmet , increase the penalty for stick to head contact ie. remove offending player for rest of game,3 minutes man down.
If you start adding helmets you start down a slippery slope. Gloves and armpads will be next and you will then have a sport full of Bulls mowing each other over.
