Just read your link and trying to find where it says travel out of state is not allowed and that parents will be fined? Not the brightest so looking to you to point it out for me.
The link was provided in response to someone asking about out of state travel, not fines. I know, reading can be hard. On page one of the guidelines under Type of Play Allowed, there are checkmarks next to things allowed, and X's next to things not allowed. In the not allowed category is "Competitive tournaments of multiple games, meets, matches, or scrimmages requiring travel."
