Why? Because you said so? Many times club and travel play in the same tournaments. I agree that kids should only play one division. No switching from A to B (for clubs), but playing up should be ok. Sometimes clubs are short players and need to bring in extra kids. Sometimes town plays B and club plays A. That should be Ok too. There is really no conflict then.
