I understand the charts, I understand he would be eligible, but he did not start his academic span as a 2020. Just so happens he is now.

So for some reason, parents decide to retain their child. Do you really feel it is your business, as to why a child is retained? If a child is eligible, there should be no conversation.
If said boy was born after 9/1/01 then he would be age eligible for 2020. If said boy was born between 9/1/00 and 8/31/01 then he would be age eligible for 2019 but not 2020.
