While that may be true the problem is UNC gets 4 of the best including probably the top player and Maryland gets about the same as UNC and Virginia gets 2 and so on. While yes there is some politics involved in ranking the recruits they cannot be completely terrible as the top teams consistently are getting many of the top recruits and continue to win.
