Not a bad Idea But to keep it balanced they should create a two Division format based on their level of play. Each Division would have the typical four groups of four teams (except two of them would have 5 teams or 1 with six teams). Best record of each group moves on Same amount of Qualifying teams
The better solution is to move all YJ/Steps tourneys into AA and A brackets with their own playoffs. This prevents teams from playing in a [Censored] bracket just to make playoffs.
