US Lacrosse provides most of the insurance for tournaments and clubs. Not until a serious injury comes about, will US lacrosse's insurance company crack down. If a claim is denied because of illegal aged kids paying in wrong leagues, this will trigger the change. The only problem is a kid will need to get really hurt and millions will need to be awarded. UGH.
