grade based should have hard birthdates that are enforced.
ummmm.....wouldn't that make them age based instead of grade based
Most people naturally assume/expect that kids in the same grade are (relatively) the same age. Others, unconstrained by ethics and a sense of what's right, saw the "opportunity" and have exploited it to the detriment of the rest of us.
As Felix Unger once said in court, "you know what happens when you assume"
