Parents should encourage their kids to have fun and try to beat the other kids in front of them. Parents should not become the center of attention or a distraction to their kids. If the leagues changed to age-based, everyone would complain that some other kids are 11 months older. What would be next, age-groups by 6 month spreads? Society has become so weak.
