It is poorly worded.

It doesn't mention 4 way tie 5 way tie, etc. It also would assume if 3 way tie for record, that all 3 teams played each other, which may not be the case.
I do think it means if that there is 3 or more teams tied after winning percentage, you move to #3, Goals Against.

I found a NGLL document for a different tournament that explains the Head to Head tiebreaker in greater detail (see below). After reading this, it does seem the Head to Head tiebreaker would be thrown out entirely because the tied teams did not all play each other an equal number of times. So, Pride is the likely #2 seed.
"Head to Head - This breaks ties based on the record (or points, if points are used) against the teams tied with. For example if 3 teams have the same overall record at 4-2 and all 3 of the teams played each other an equal number of times and one teams record against the other two was 2-0 and another was 1-1 and the other was 0-2. This tie breaker would order them accordingly. If all three teams had identical 1-1 records, this tie breaker would not be used.
It should be noted that this tie breaker is completely ignored if all of the teams tied do not play each other an equal number of times. For example if there are 3 teams tied and one team played the other two, but the other two did not play each this tie breaker will be ignored (regardless of the outcome of the two games played by the first team)."

I think you are mis interpreting the 3 way tie in head to head competition statement. It means, if there is a 3 way tie in the wins/loss percentage than the head to head stat gets thrown out. It gets too muddy looking at head to head with 3 or more teams because of multiple possibilities for scenarios. Ex if A beats B, but C beats A and B and C didn’t play each other. So it is just easier to toss that stat line out the window all together and move to goals against.

So, Pride would play M&D Black instead of Skywalkers. Not sure that makes sense. What if Crush ends up with a lower goals against than Hero's? Hero's and Crush didn't play head to head. Why would Hero's get the 2 seed in that case? I think the head to head gets thrown out whenever there is a three-way tie, even though I recognize that the rules only explicitly mention three-way tie in head to head. Goals against would then be the tiebreaker. Currently favors Pride.

Pride has beaten Sky Walkers 4 out of 5 times, including both games in the Fall. What does "sneaks past" mean in that context? Tied M&D last time they played and seems to be on a good trajectory. Crush is a tough match up.
