Quite honestly, if "safety" is the lens here, the easiest and immediate thing to do is move to 16-18 month windows. The 2 year holdbacks flying in from CA, TX, GA, and FL (an actual thing) are problematic from a safety standpoint. Some at the 2028 level are 6'+ and moving towards 200lb. Because they're almost 15 years old.

That said, I'm against holdbacks and I sure won't complain if a 12 month window is selected.

If instituted in Fall 2023, it realistically only affects 2029s for 2 or so years, but will be a game changer for 2030s and beyond.

For the 2029s and older, it will be maybe *a little* hilarious to watch HS juniors being forced to play in 18+ club leagues. Especially since the majority of holdback parents aren't proud or public about their son's reclass.
