Is there a list of schools in Section XI that have established this unofficial policy?
No one is going to outright admit to this policy. The problem is that the Section XI folks think it's more important for the top Class A and Class B programs to demolish lower ranked opponents during scrimmages and preseason rather than scheduling top schools outside the division. The lone exception seems to be West Islip which goes outside of its comfort zone to really be seen on a national level.
