This is exactly how the ranking algorithm works. The points a team earns for a game is the "Rating" of the opponent +/- the goal differential in the game. In the example provided, the #20 team ended up with a Rating of 94.82 and the #190 team ended up with a Rating of 84.87. If team C ties the team with a Rating of 94.82 then team C earns 94.82 "Points" for the game. If team C beats the 84.87 team by 10 they earn 94.87 (84.87 + 10) Points for the game. So those results are roughly equivalent for team C's rankings.
