Agree that 91 was at the bottom of that list after HOCO, but 91 had a pretty good (not great) summer and seems to be on the rise. While still not at the Crabs and Hawks level, they should be able to handle FCA easily and maybe NL as well.
91 results never seem to be as strong as their roster. What'd they add to put them above those 2 teams?
