Yes you can. You can reclass any year in high school with the school's permission
Yes you can reclass whenever but clock starts first day of high school with only 4 years of eligibility
Hilarious, You really think there is not some turn a blind eye. Several transfers in HS from other areas reclass a HS grade. .
