No, it also affects the oldest single holdbacks— a kid born between Sept 1, 2008 and Dec 31, 2008 playing 2028 is TECHNICALLY only a single holdback— albeit a very old single holdback. But under these new HoCo rules, he’d be forced back up to his 2027 age bracket.
