I think he is referring to players from CHC, MCD and BL having the option to transfer to other schools. I don’t believe Loyola has out of state players to the degree of the aforementioned schools nor athletic dorms/live with coaches.
So if you are an out of state kid in a dorm or rental playing at one MIAA school this year, you can switch to a different MIAA school next year, but if you live with your parents, you can't switch to a different MIAA school without waiting a year?
