I don't think they hold any town hall meetings. I think they ask the teams on the bubble what they prefer, and if those teams choose AAA, then it is easy and the division will be 8 teams. But if the bubble teams lobby to be in Elite, then the top 4-6 teams will lobby to keep them out, and then the organizers will make a decision.

They hold a meeting at Troy Park. Each Club Director states his case. A secret vote is held. Votes are counted.

Ex coach here, he is right, each team states their case to play up, down, or stay the same. That and last years record and fall record are taken into account as well.
