Hold backs as you call them have been common in private schools since day one. Their age requirement for first grade is 1-2 years older then public school.

Many boys do a prefirst for various reasons, not smart enough, not mature enough , want boy to compete with other holdbacks later, etc etc. But there is zero requirement to be older.
