Signing a waiver does not release a club from all of their responsibilities to follow state and local laws, bylaws and guidelines. The US and NY state is still in a state of emergency enacted by the president and governor respectively.

I've been trying to explain this to many people. They seem to be driven by emotion. This also pertains to the playing fields and venues. Any established club will be taking a large risk at this time allowing teams to get underway. If by chance, a club selects to operate outside the guidelines set in place by U.S. and State and someone files a claim, insurance company will not indemnify the club.
