He was a baseball player - why would he impact soccer and hockey, but not lacrosse? Seems more like the successful sports enforced it from the beginning and lax is just too far down the other path (lack of enforcement) to start now. Like others have suggested, it would be easiest to start with the youngest kids and implement over time.
