If you could name a team, it might be credible but the following did not have U13s playing at U11: Club Blue, Madlax, Bethesda, MDX, Hawks, Cannons, Storm, Next Level
If any of the others did, they were cheating
The AA's could not have holdbacks. They had hard age cutoffs for every other year - U11, U13, U9 and basically were 3rd, 5th, 7th etc.
The A's however should have been 2nd, 4th, 6th, etc. but did not have the hard age cutoff so up to 7 kids of the 5ths played U11A which should have been 4ths, 7ths played U13A which should have been just 6ths etc.
