I understand the charts, I understand he would be eligible, but he did not start his academic span as a 2020. Just so happens he is now.

So for some reason, parents decide to retain their child. Do you really feel it is your business, as to why a child is retained? If a child is eligible, there should be no conversation.
If said boy was born after 9/1/01 then he would be age eligible for 2020. If said boy was born between 9/1/00 and 8/31/01 then he would be age eligible for 2019 but not 2020.
It actually is my business when you snobs just can't play by the rules. In the end your holdback will just be average, so enjoy it now! And btw your cut off dates make no sense, because it doesn't work that way...but you should already know that as smart as your acting.
