Elevate starts at 3rd grade (2023 this year). They have about 2 - 3 teams in each grade. The younger kids go to a mix of local tournaments and away tournaments.
If I were you I would go stand on the sidelines next to elevate parents at a tournament before making a decision to move your daughter - not a pretty sight
