I don't get the whole geography thing, there's not home fields? Why can't Pride play NEMS at Whitemarsh Park in Bowie? or Western Regional?
I also don't get why you'd feel the need to placate to the VA teams. Losing Pride and Stars would not be ideal but those teams playing in VA only NGLL would be not ideal for them.
The VA/DC fields will be Madeira School and Georgetown Visitation. Whitemarsh Park, Moose Athletic and Western Regional could also be considered close for the VA teams.
Losing Pride and Stars wouldn't harm NGLL much, but the alternative for those teams to play elsewhere is very limited.
