If you don’t finish last you stay. Competition builds better players. If you can handle that play then u stay. This allows for an equally playing field for skill levels. Just a thought.

Basing it on prior year makes sense but you have to factor in other things too. You could finish first in your division and lose kids to another club, given situations like that I think you have to use multiple data points. The first is prior year but then factor in fall tourney results too, that would help to Validate that team is still trending up versus flat or even a decline.
