Not a Madlax fan but I know at least 5 boys in other teams mentioned on this site born in winter 2009 (Jan-March). One boy turns 13 in 6 weeks.
So it happens everywhere. That is a fact.
True, not against the rules and every team is doing it! Just going to happen more and more now. Rules should change
