What is the rational to hold your kid back versus play him up at this age group; 6th grade?

Because the kids holding back would get smashed if they played on age, not to mention God forbid playing up. I'm no so sure whats confusing about that. I do bring my on age son to free agent some older tournaments. Got his arm broken once, but came out of the whole deal stronger. I think character will matter most as he moves through the levels. Working so far. I could be wrong however, seems to be pretty common maybee I am missing the boat.
