The recruiting process is where it all shakes out, coaches watch the players play, they evaluate the players and they identify the prospects that they might decide to recruit and maybe extend an offer to. They watch players at tournaments, camps, clinics, showcases etc... they make list and they rank and prioritize the players and then they recruit the players they like, it's really that simple. All of the complaining and complaining, all of the carrying on about politics, connections, friends and family, money, pay to play, all of the tearing down of rankings, lists, all-star teams, players, clubs etc.... will continue through the recruiting process but it is all nonsense. The best athletes/players will be recruited by the best programs and then it will trickle down by level... It is rare that a top tier player is overlooked by all of the top programs. Parents and players will know where they stand by the level of programs that make offers.
