Express is vastly improved from the Spring. It is unclear at this point if the same can be said for Legacy. Picture will be clearer in Spring/summer. All three mentioned (91, Express legacy) are pretty good teams and each with some exceptional players. Depth is probably the differentiator. Ranking is splitting hairs anyway and doesn't really matter...
Are you sure express has improved that much? Just seems they only beat teams with losing records at every tournament.
