do the travel directors control the entire invite process

how would the mavrik staff know who to invite without the directors? im just trying to figure it all out
Showtime replies on select clubs to pass along names, effectively holding slots for them. Then they cobble together the rest. Makes sense. No way to screen kids without vetted club involvement.
