Sometimes yes sometimes no. They are somewhat of a hybrid team. When they are at full strength with they Honey Badgers they could be considered an A team. But when tournaments conflict not so much.
The question wasn't to debate if they are an A team or not by your standards. Call then the 1st if that makes you feel better. If you don't have an answer for the question move on.
