If you are in HS and have played for your HS team, you should not be playing U15. That's the way it's done in nearly every tournament, this one being the most prominent exception.
That rule seems ridiculous anyway just because some kid is exceptional at age 15 and played at the high school level or because some kid lives in a district that has a poor high school team so he was brought up should not prevent him from playing at his age in these tournaments.
