Anything run/supervised/organized by a government is accessible by a Freedom of Information request.
You would never be successful in obtaining personal information of this type about another person (especially a minor) unless that person is an employee of the government or you prove they are deceased. You also have to meet a test of warranted when it comes to personal information and your curiosity is not considered warranted. Stop creating even more drama.
