Absolutely correct. Some will bloom late and some recede. As for the talented player not getting enough reps, they will generally find the right situation in a stanle team that changes a bit each year with a sane and stable head coach. That is how teams like the Outlaws (or other teams) go from 5th best to one of the top teams in late grades. Stability and good coaching.
