Absolutely! Girls aren’t developing sitting on the bench. When it comes time for recruiting you are more likely to be seen playing on a B level team then sitting the bench on an A team.

Capital is the only one with an equal time policy but they don’t follow it. Most teams will play their bench during sophomore year but starters will always play more, as it should be.
